The SK Watch: Tracking SK Funds and Functionality Project is a social accountability project which aims promote accountability in the Sangguniang Kabataan through citizen-based governance assessment and verification system and open knowledge-sharing and policy development.
SK Watch is currently on its third phase with the following specific objectives and strategies in place:
1. Developing a wide network of young citizen volunteers to track and verify SK governance data at the barangay and municipal level.
*Formal linkages and cooperation between concerned agencies such as the SK National Federation, NYC, DILG, SK Watch Proponents, Youth Organizations, among others.
*Develop and train volunteers to cover an initial 500 SK councils nationwide for 2012.
2. Establishing a simple and fully socialized web-based mapping system of crowd-sourced information relating to SK activities, media releases, citizen complaints, governance issues,etc.
*Develop an system for SK officials to submit reports regularly via a simple self-explanatory interface.
*Develop a system of data consolidation and verification on official SK reports.
3. Developing a generally-accepted “Standards of Governance” to determine governance and transparency levels of all SK Councils in a simple “pass” or “fail” scorecard system.
*Develop “SK standards of governance” indicators equivalent to the Seal of Good Housekeeping for LGU’s.
*Map out ranking and levels of governance of all SK councils.
4. Generating open and unlimited knowledge and information resources to address Sangguniang Kabataan governance gaps and legal issues.
